A Mumbai-based lawyer, Advocate Nitin S Satpute, has written to the Maharashtra government, the Bombay High Court, and the Maharashtra State Human Rights Commission, seeking that an FIR be registered against policemen attached to Powai Police Station for the alleged murder of Rohit Arya, who was shot dead during a police operation after taking 19 people, including 17 children and two adults, hostage at a studio in Mumbai's Powai area.

In his letter dated October 31, 2025, Satpute described the incident as a "fake police encounter" and demanded that the Central Bureau of Investigation (CBI) take over the investigation.
He alleged that the police "encountered the accused Rohit Arya under the garb of protecting the main accused in this matter, as accused Rohit Arya was just a scapegoat tainted by the police officers".
The lawyer sought that an FIR be registered under Sections 61, 103, 198, 199, and 351 of the Bharatiya Nyay Sanhita, 2023, and Section 25 of the Bombay Police Act, 1951.
Satpute wrote that the "encounter was done only to hide the failure of the state police machinery due to high pressure, which failed to protect children".
