When U.S. President Donald Trump and Chinese leader Xi Jinping met in South Korea this week, their focus was almost exclusively on trade and tariffs, in an earnest attempt to lower tensions between the world’s two largest economies. But Trump should not have missed the opportunity to send another clear message to Xi: stop transnational repression targeting Americans on U.S. soil.

Raising transnational repression – even briefly – in such settings is not only a matter of principle, to better protect Americans from Beijing’s long arm; it is also strategic.
