So the cultural conditions of this country have not ever really been terribly favorable to a notion of promotion or embrace of Africa. Africa is the “dark continent,” after all. Africa has always been a place of primitiveness, of disease, of evil, of corruption, of pretty much a whole grab bag of negative things. And overcoming that was always going to be a difficult matter.
