一些律师称，移民局内部的投诉机制对于签证申请者而言是一只"没有牙齿的老虎"。

新西兰移民局INZ去年收到了6500余起投诉，较2019年的9500起有所下降。

移民律师Pooja Sundar和Stewart Dalley表示，那些在海外申请签证的人往往只收到含糊其辞、甚至完全没有说明的拒签理由。

短期签证（比如旅游或探亲）的拒签决定可能会接受申诉的唯一情况是：签证持有者已经在新西兰境内，并正在进行续签或改签。
